They add balance for string moves like Sonic Boom and Flash kick which are two of the strongest moves in any game they're featured in. It prevents Guile from becoming a forward moving wall and helps the opponent know when he has his moves ready to use. Without it you either have to nerf him and take away his uniqueness or accept he'll be God tier.

I'm more worried about flash kick, though I don't think walking forward flash kicks will be worth the cost of singular speed booms and missing what may be even more than half of your buttons assuming command normals are out in casual mode.
Is a walking forward flash kick worth losing upside down kick, spinning back knuckle, the overhead and varied boom speeds? We'll have to wait and see, but I'm leaning towards no

Basically you can do impossible combos and setups that are impossible with normal charges. The whole point of charge is to balance abnormally strong characters.

The people who will use simple inputs don't actually want to get gud/play fighting games competitively. They want to mash buttons in story/arcade mode and see cool shit happen. The people who complain about motion inputs think combos are all that is into fighting games. They will practice a combo for 45 min in training mode, hope online, then get absolutely mindbroken by someone who can zone decently.
