Are you retarded? Seriously? This is not up for debate. Cyberpunk is a subset of dystopian sci-fi. Both genres were absolutely created in the west and the idea that because Ghost in the Shell, something that was created well after the term "cyberpunk" was coined, exists means it's now Japanese is the most retarded take I've ever seen a weeb have. There's dozens of seminal cyberpunk works produced in the west. The Japs have just one, the one you named, and it was very late to the party.

Honestly the best explanation imo, as good as Elden ring was It certainly didn't push the limit of games technically. if anything it showed how important having a cohesive and well thought out design is compared to just making everything in UE5 hi res and calling it there.
the bar for AAA is pretty low anyway, shit like TLOU2 is feel-bad oscar bait garbo for twitter jornos to pour over and make half-arsed analysis about the themes that are as subtle as a sledgehammer.
I also think the JP audience handles the shiny colour and bizarre speech at lot more than western audiences, here we have a pretty solid idea of what cyberpunk SHOULD be, i.e. dark, grimy and rainy, and things straying outside that put people off. not saying thats a wholly negative thing but shit the amount of complaining people did when the trailer dropped because they showed "night" city in the sunlight says a lot.
