Inspiring hatred isn't parasitic (the Romans conquering and pillaging the Jews, rich men exploiting factory workers for their satisfaction, etc.), but deliberately burdening others with hatred for your own gain is sort of parasitic; look at racism and ethnonationalism. Plus Big Boss is like a demon who is possessing Venom in the game, demonic possession is almost similar to parasitism.

The real Big Boss accomplished more than Venom. He was awarded the title of Big Boss by the American President himself, destroyed the Shagohod, stopped a nuclear catastrophe with Peace Walker, started Foxhound, built the true Outer Heaven and Zanzibar land etc. Venom feeds off his accomplishments if anything.

Except Big Boss doesn't force Venom to do anything. He just gives him a base and sets him loose. Venom's sole and only purpose is to act as a distraction while Boss sets up Outer Heaven and Zanzibar. Leeching off Venom's fame is more of a bonus and in some way a lie to flatter him into thinking he matters more than he does. Seeking revenge is also something Venom does on his own with prompting from Kaz, not Boss.
