There have been several attempts to bring back 2007 style TF2 and every single one is a ghost town because nobody wants to play that shit longer than an hour before going back to normal tf2
It never got any fucking updates. Had it kept pace with PC it would easily be thriving to this day

Microsoft used to charge ridiculous publishing fees for devs to release any patches or dlc on the 360. Valve wouldn't pay them and they wanted the PS3 version to keep parity. It's why they had to sell the L4D DLC as paid DLC on the 360.

No, because they always claim to be 2007 TF2 and end up having hats, weapons beyond stock, custom shit that the devs add in like weapons of their own design, etc, etc.
Closest we got to a 2007 TF2 was "Team Fortress 2 Classic" which was good, but fell apart because the people running it were drama whores.
