Higher ranks are allowed relaxed grooming standards then just shave it all off quick before redeploying in case they need a gas mask or something. That's why you see Army Rangers and stuff with those big beards, they're all basically just patrolling or guarding an area and not actually on an op.

Army Rangers were allowed beards because command thought it helped them ingratiate themselves with the Muslim population of the areas they were in. In fact they were encouraged to do it and being encouraged in the army is practically giving an order unless you want to piss off the people who can make your life hell.

The idea that Lv.2 supers can be installs is fascinating. Tying them to meter instead of a comeback mechanic especially. I know we've had them in SF since Geneijin (earlier if you count Alpha 2 Custom Combo) but to have them more widely available alongside weaker Lv.1 supers and EXs tied to a separate resource, there could be a LOT of shenanigans if you have resources in 6.
