you can probably get the complete package for a couple of bucks so knock yourself out - I personally liked it very much when I revisited it last year. If you're using steam, it pretty much works straight out of the box - but be wary that NPC cars might bug out if you set traffic density to max, they will ram into each other like crazy
Downgrade to v1.0.4.0 (the best version)
Fix the radio stations to classic and restore all songs
Install Zolika Patch and tweak it to fix dynamic night shadows
Cap fps to 60 as an absolute high, or if you can stomach it lock to 30 (physics and animations are tied to fps, going above 30 makes it wonkier and wonkier)
Enjoy a masterpiece juggernaut of a videogame with the most soulful open world ever crafted
It's the best GTA by miles, couple of things you need to do is add the commandline.txt in the game directory to unlock the max ram settings and GPU potential for your computer. And download a timecycle file to replace the shitty blurriness of the default game and make everything nice and crisp. Those are easily found on YouTube.
That's about it, aside from going full modding to hell and back. I just keep it simple
The map and general environnement of this game is so fucking depressing in a weird way. The only other game that does something similar is the Mount and Blade Warband: Viking Conquest DLC. Please tell me somebody understands what I'm talking about and I'm not just imagining things
A more compreensible and serious version of the games you already played.
GTA IV is not only good is a somewhat unique take on the series. I had high hopes for future GTAs when I played this game.

GTA III was more of what you described IMO. Maybe because the npcs weren’t as complex. Playing it now feels weird

GTA IV art direction was not fucking around and it was bold enough to make the player feel stressed and depressed.
Even towards the end of the game the player do not experience that glamorous crimelord lifestyle that other GTAs let you experience.

Don't. You'll play the same type of mission over and over again. The shooting mechanics are atrocious and archaic. The gameplay gets boring fast and there's no difficulty whatsoever. Zero skill required, it's laughable.By the time you get to Alderney you'll want to turn this glorified tech demo off.
IV's shooting mechanics are exactly the same as V's only you can pull of headshots easier

Unlike you, I actually owned both the 360 and PC version at release. GTA4 ran like absolute trash on the consoles, it had a 30fps frame lock, untogglabe blur filter, and the processors for the ps3 and 360 could not handle the rage engine for shit to the point R* decided to scale back the physics engine for GTAV so it could better run consoles.
None of that was an issue on the PC after a few .ini tweaks, which since you don't seem to even be aware of, means you never owned it on PC

4 has the best car physics. They made 5 more like a racing game so the cars are less fluid, which I disliked. In 4 I love the more fluid car physics
a serious take on GTA that doesn't rely on one liners and comedy, don't expect a different game though you'll still kill 100 people and get chased by the police for the entirety of the game, what makes it fun are the characters and the general atmosphere of the game.
also hanging out with your friends and getting drunk with them is fun.
the driving mechanics is what made it enjoyable for me
