the way you describe it doesn't adequetly explain the concept. The purpose of calling it a "half A-Press" is to give context to a specific task in an A Button Challenge (that is, demonstrating one level in an A Button Challenge instead of the whole run). If he was doing the full challenge, the A button press would have counted as one, but since he plays the level in isolation already holding down A (which changes Mario's properties) and doesn't release or press A again, it wouldn't be accurate to say it was 1 button press or 0 button presses, but more fitting to call it a Half A-Press.

It's just an unfortunate name that invites a different interpretation from what is meant

There's not really any room for interpretation with a digital button. It's either 1 or 0.

It's not notated as a press because the primary purpose of the press is for the jump, the jump is used prior to entering the level and the A button is held which alters some of Mario's characteristics. Does he jump within the level? No, but he also is taking advantage of the altered characteristics, so it's notated as a half A press ONLY WITHIN THE LEVEL. In a full level the full A press is noted

Honstly the distinction only matters because he's doing a run to limit the amount of times he presses the down (and releases) the A button. If he releases it, it counts as one full press. Though I agree with what said.

How the game processes the input has nothing to do with the actuation of a button. He fully pressed the button, there's literally no reality that exists where he can half press a button.
