Most games that I could run at 60 fps can now barely run at 45-50

They got the Duckstation guy on board and he broke a lot of shit.

For what I've heard, they are undoing hacks that were fast but imprecise. I'd recommend going back to 1.6 if you're having trouble running games.

Heard some dude saying that emulating in Fedora linux is way better than in Windows (aka getting more fps and stuff).

Is this true?

Depends on some things.
If you have an AMD GPU the open source linux drivers are way better than their closed source Windows drivers, any emulator using OpenGL especially will see a big FPS boost.
Linux's CPU thread scheduler tends to beat Windows' too, at least for a while, so RPCS3 typically runs a bit better for newer CPUs.
