Maybe because Deltarune has more memorable soundtrack because it has battle themes, but there were plenty non-battle theme that are catchy and memorable.

I would say it's because Toby's style and experience is what makes Deltarune soundtrack sounds good.
This post has to be a bait, since Deltarune soundtrack itself doesn't have a concert nor is in Smash Bros.

Agreed, but it does go all the way with it so I don't think it could have done without it, without losing it's identity. It does some pretty interesting things though if you're an artsy gamedesign type of guy.
