Hecatia (the t-shirt girl) is literally the goddess Hecate, getting a fuckton of faith from her control over several layers of Hell. Unlike most Greek gods, she is worshipped to this day even in our world. She commands terrifying magic, she can manifest as three separate bodies, she has a legion of cute and funny super-fairies. She's also the boss of Shiki Eiki, who was previously thought to be the strongest. Also, ZUN literally said she is stronger than anyone from Gensokyo or the Moon.
The other girl is a literal who god, or rather a god of literal whos, who's like 20 gods rolled together and it's complicated. Among her many powers, she can manipulate people's energy, giving it or taking it away through a door in their backs. She's a medium-sized fish in the small pond that is Gensokyo. She could even be the strongest there, but she still loses to Hecatia as per word of ZUN. This pisses off some people but hey, Touhou powerlevels were always dumb.
