There are basically three common ways a free game makes a company money.
First would be in-app purchases. Things like buying hats in TF2 or buying speed ups or EXP boosts in mobile games and such.
Second would be filling the game full of advertisements. A lot of mobile games and browser games do this.
Third options would be using the game as a "lose leader" to get people to enter your walled garden, where you then try to make them buy other stuff. Steam and Epic both do this, where they have free games on offer with the hope that once you install their platform you'll continue to buy more products from their platform.
Many games are also a combination of multiple of these. For example, Starcraft 2 free online multiplayer is both a loss leader and they have in app purchases. Same for Team Fortress 2.

Make okay base game.
Dangle thing that player wants in front of them (shiny jpeg or good statted gear or whatever).
Make them pay for a chance to get that.
Make them pay for basic utilities in base game.
Make them pay for participation in any extraneous mechanics.
Throw up grindwalls and make them pay to get past it.
As long as the base game is technically playable without paying you'll get plenty of whales.
