They used to. As soon as a studio starts focusing on AAA shit it's all downhill from there. Less funding to go towards multiple smaller budget titles and less creativity overall. More money wasted on hiring known actors and trying to produce movies, cramming as much dialogue as they can into the game to the point that characters never shut up.
