Its too wacky for the reboot timeline is the honest answer. They are trying to keep things more grounded and less anime. CV was when the excessive anime stuff started in RE. Now what I do think they will do is after RE4 remake they will remake CV BUT it will be set after RE4 remake not before it. They will completely change the game altogether keeping only the very basic outline. Leon may even be in the game along with Claire.
