I'd love a Superman game, but I think his selling point is hard to handle.
Superman already has a tough time going over the "He's OP, so boring" public perception about the character. What makes Superman fun is his internal struggles and moral compass. This doesn't translate well into gaming, where people would just think "Why doesn't Superman just fly through the entire map and punch the BBEG in the face and to the sun".
The right answer would be to make a game based around this exact concept. To play as the most OP character ever and to have fun doing whatever you want. But this is even harder to turn into a fun game because the concept gets stale very fast.
So.. yeah. Unless you want to go with the "Oh I've lost my Powers and have to travel to Forest Land, Ice Land and Desert Land to recover them all one by one", it's a hard thing to put in paper.

Goku is 10x more powerful than Superman, but there's still a shit ton of Dragonball games out there. They could easily make a Superman game. However, DC is creatively bankrupt and only wants to milk Batman.

Goku's OP, but his foes are always stronger until they're not.
Superman's foes are all weaker and have to use some kind of leverage to go over. Either magic that can't be dealt with punches, kryptonite BS or hiding behind a moral mask like Luthor.
It's far more believable saying that a new, stronger Big Bad appeared on Goku's planet than explaining why not only the Bad Guy but all his minions are somehow stronger than Superman.
Also, leveraging Superman's power in lieu of gameplay could take away what people expect from a Superman game.

1. Bullet Hell Touhou game. Superman shoots out lazers. The enemies and bosses shoot out kryptonite, electric, or magic bullets (he's weak to all of these). Fill the soundtrack with upbeat bangers.
2. Dragonball Z Budokai Tenkaichi 3 ripoff. Storymode is just a boss rush with cutscenes in-between.

I have a better one: It's a game that needs to be fun first instead of appealing to manchildren who want realism in games based on comics for kids.

You don't need to autistically adhere 100% to the comics. Just use the stronger enemies (Darkseid, Doomsday, Bizarro) or make up new OCs just for the game.
