It should be considered abuse if it's prolonged. My mom was consistently told by the vet to put our old cat on a diet, and she'd manage for like two hours before keeling and giving the cat his treats again, saying she "felt sorry for him." The cat was so fat that he couldn't clean his ass end, and frequently had clags of shit clinging to his fur. He also struggled to walk under his own weight. She learned nothing when that cat died of a blood clot going into its brain, and still continues to overfeed the other two cats. But because overfeeding is not classed as abuse, the cats can't be taken away from her.
