Only SEGA doesn't ever take what the fans do to heart. There are countless mods and fangames based on the Classic games to fill the void and SEGA had the gall to at one point think no one would want Sonic Mania.

It's not that they can't do it, it's just that they won't do it. For Sonic Team it's far easier to have everything be automated and not worry about momentum.
A good chunk of them do not have any experience developing in a professional environment. They don't have to deal with deadlines, budget, teamwork, etc. since these tech demos are mostly passion projects. People like to conveniently forget that Whitehead was already working with Sega years before Mania was a thing.
Mario Odyssey honestly makes a mockery out of Sonic. The game's only sin is being far too easy since Mario's movement is so good but the map design does nothing to challenge that.
