No I haven't seen it, but if I had to guess it's probably because they tried to make it a triple AAA game when they could've just let it grown organically. I would have no issue with State of Decay 3 being slightly upgraded better graphical version of 2.
Console players have an issue with games not being triple a narrative adventures. I dont understand how they survived the ps2/xbox era of middle tier games that were just fun.
