The problems started when Yohiki Okamoto left Capcom.

Okamoto left capcom because of SF3 between many other things. By that time he was mostly a executive rather than a game designer/producer.

Okamoto was in part responsible of the failure in the development of Zelda oracle games that was saved by miyamoto and aonuma. Also founded Game republic, with the exception of Folklore and Genji, they produced very shitty and the company went to bankrupt so no, Okamoto wasn't a genius.

4 is far more fun served better as a follow up to Super Street Fighter games. SF3 was too slow, parry was a good adition, but it breaks the flow of the game, people always blame 3D fighters because SF3 was poorly received back then, or blame CPS3 about the failure, but the truth is there was more expensive arcades and other 2D fighters like KOF was doing better numbers.

SF4 saved the franchise. Also they get rid of horrid hip-hop inspired music.
