He stole from a wide variety of sources. Primarily JRPGS that are rather obscure in the west, such as Live a Live and Shin Megami Tensei II, but there is a smattering of western stuff.
Fox is not a composer.
He's never not lied about where he clearly takes his musical influence from, his fanbase are zoomers and assume he came up with it on his own but he himself has never outright denied the obvious

Nobody composes music "entirely on their own", every piece of music is built upon pre-existing ideas, that's how music styles evolve over time, and it's why people categorize music into discrete genres that reflect the shifts in musical tastes over time. Every genre has certain motifs and clichés that repeat and become a recurring part of the genre itself.
A bit of a blunt way to put it, but this is technically correct.

I think I agree with this, copyrighting a musical performance makes sense, but copyrighting a composition has never made sense to me. The more I've learnt about music, the less sense it makes to try and claim ownership on the arrangement of notes themselves. It'd be like copyrighting a a word or a phrase, which is just as ludicrous to me.

Which actually has happened as well. That's why copyright trolls exist and why video games couldn't have "Edge" in their name for like, two decades.
It would be more accurate to describe it as copyrighting a paragraph or more, which is actually taken very seriously in both academic and commercial media.

There are a few more steps than that but that is basically the gist of it, if it is a popular series you can only rip chords and have to steal melodies and make it a different key, if it is completely unknown you have to make sure the company is out of business and the IP hasn't been used in decades and you can convert it nearly 1:1

He's styling on touhou music by pointing out how they barely deviate from a commonly used (japanese) pentatonic scale. It's trivial to make something that sounds familiar to touhou just by using those scales.
