In 2007 Call of Duty transitioned from being about a humble grunt being thrown into the meatgrinder of WW2, to how COD4 and later had you playing as unique spec ops soldiers.

And it comes with the idea that there were no more big bad guys left to fight, at least ones that were market viable. Sure, you could trot out an imaginary version of the Russians or "rogue Russian general but not the actual Russian government" as 90s action flicks were fond of. Activision makes billions in the China market so using them is off the table.
So now instead of the big US war machine fighting the fascists, you're a small, focused team fighting your way through a smaller horde and overwhelming them with sheer tacticool grit.

It's the last hurrah for COD's WW2 era, while being probably the most gritty and uncompromising look at war.
It's miserable and overwhelming, the soundtrack is more foreboding percussion than triumphant orchestra, enemies are quite literally ripped apart by gunfire and explosions and just when you think you're about to make a meaningful push on the enemy, you hear a banzai charge.

If it has Gun Game I'll probably get it i.e. my COD fiend of a best friend will buy it for me whether I like it or not and we'll put hundreds of hours into it even if it's a busted piece of shit (it will be)
