Fable 2 when I came back from the spire. I decided to put off the quest where you either invade Oakfield with the temple of shadows or defend it from the shadows. I planned on doing it when I came back. By then Oakfield had been raided and the land became bleak. Theresa said something along the lines of not doing anything is still doing something. As in by being neutral and avoiding making a decision I am still making a decision. My inaction led to Oakfields downfall.

Most people have aspects about themselves they dislike or otherwise hate, be them mental or physical and they wish to alter that, change and become better, but they don't know if what they commit to will actually be good or not, hence change being scary too.
Very few people are truly contented with their life and are happy to let it stay the same, thus staying the same (stagnation) becomes scary, a symbol of not growing or improving as a person, commonly seen as a step towards death with no understanding of how death is itself a change.
