Gamefreak easily. Remember the death of the spindash? Now imagine that pain every single time GF releases a nu Pokémon game. They introduce really cool mechanics like Mega Evolution, then throw it in the trash the next game replacing it with something worse.

The correct take. Sega was huge, but they're clearly a shadow of their former self. Pokemon Co is still making MILLIONS of dollars. GF is obviously their slave mule that's mentally checked out 10+ years ago, but that's no excuse for them not to just hire a new team or actually use that capital beyond milking the franchise
