Ideal balance should be that everyone has a limited amount of really dangerous spell/abilities they can use, and the one who win is the one that managed to bait the opponent in to wasting his.

>class C can use its 3 times, they are easy to dodge, but they have a minor spammable ability that look just like the serious one
Some bullshit like that, with regular abilities being nearly reskin of each other that are only there to finish the last few HP.
Turn combat into an actual mind game, instead of "if you face this class you lose 99% of the time, have fun".
