Because the target group are children and everyone. It‘s the same as asking why are not every mario level as hard as the champions road. Also they are kinda restricted by the pvp and their base stat of pokemon. You can‘t let salamence tank 3 ice beams when it dies from one in pvp.
Also I do find them difficult or at least having some difficult spikes. Most difficult ones are

Played it when it first came out. Every match I did ended up turning in to a snowball victory for one side.
There comes a point where you feel like you are beating up literal children. Just the way they move/attack screams they have no fucking idea what they are doing.

Because Pokemon is one of the biggest IPs in the world.
It's joined(replaced) things like Loony Toons and Disney in terms of generational appeal. You have full grown adults who are nostalgic for it and you have kids who are getting in to it. They are fun simple games. For me they are the games I play when there is nothing else to really play atm and want to just relax.
