In software mode, at native res, yes. In hardware mode depending on the game you may get bugs or need a supercomputer to run it at a decent resolution.

I literally ran Pcsx2 at x2 resolution on a Core2duo laptop back in the day.
Literal ewaste PCs can do this, unless you're a South American chump playing on PCs worse than ones in American dumps.

Find that hard to believe. I'm getting slowdown in Silent Hill 4, enough for audio to distort in cutscenes and I built my PC three years ago and it was relatively good at that time.
