Well lets think about that. Is it easier to smuggle shit across the border or just buy it from a store in america? You'd create less problems by making them work for something like smuggling guns, like thats any easy task. Then guns would become more expensive, limited and harder to find. Less mentally deficient people would have access to them due to their low-income low-connections lifestyle. Sure it wouldn't stop mass murders. But I think its a step in the right direction
