Here’s some Hanna Barbera reps that include characters that are already in the game and some most wanted.

This list can be added upon, but I feel this is how the Hanna Barbera reps will look like in the game if we do infact have a finite number of characters for each rep, which what I mean is isn’t with it being a service game but more on how certain characters could have bad movesets or being too over complicated to implement them in the game, making them non-playable characters.

No, Rex is definitely an OC. It, along with Reindog (codenamed Creature), Brute and Ninja were listed as the first few characters created during the early "Battle Bound" version of the game.

my singular comment about the gameplay is that dodge-cancelling hits seems to make you live way too long

I think Speed Buggy could be a lot of fun. He's unique, distinct, recognizable, and has the potential for a fun move set. Not to mention the potential for crazy car themed cosmetics based off famous cars (The Batmobile for example). Speaking of, Speed Buggy even appeared in The Flash during those whacky Hanna Barbera crossover comics
