Something new is pretty inevitable at this point. The Empire winning back the loyalties of the provinces it abandoned is gonna be impossible.
The Stormcloaks have a better chance at good relations with Hammerfell/High Rock than Cyrodiil does at this point

Stormcloaks and then dragonborn makes a new bloodline and a new empire is the only solution. The Empire in Skyrim era is a shadow of a shadow of its former self and needs rebirth not reform

Also, Stormcloaks win because the Aldmeri simply want to revive the Merethic era and sabotage Lorkhan's cycle, ending the world and making it a mushy putty of time and space and spirits.

The Falmer would have been the creators of the Snow Tower before the Nords even got there though, no reason to believe Nord social structure has any bearing on it's status

Alduin didn't come back when the Falmer were driven underground, it was after Ulfric killed Torygg. Also, the Falmer did not make the snow tower. Cope.

We still have no idea what the Snow Tower or it's Stone ('the cave') even are, Cockbeard has been incredibly vague on that

And if we're going full headcanon the theory that the horse thief from Rorikstead's death in the intro is the cause of Alduin's return is a much more fun one
