It's completely missing the point that the game narrative tried to tell about war and hate
Garon being a cartoonishly evil imposter slime is meant to show that it still wasn't enough to make the characters see how they are being manipulated by him into hating each other and failed to look for the true villain (which they do in the 3rd route, where the game poetically makes him irrelevant as if to show how it was never about Garon, but because of their own blindness and eagerness to hate that was to blame)
