Dude, Fire Emblem Heroes is banned in Belgium and Nintendo probably needs to include the FEH characters in a Fire Emblem Switch title whenever they are DLC or a part of the game, just like how they included the Tour courses as paid DLC in Mario Kart 8 Deluxe.
