Gaster is using experiments to create the perfect lifeform for him to inhabit, and Deltarune is his attempts in the lightner world. He reveals the secrets of the universe to multiple people ingame, including Spamton and Jevil, which makes them go crazy. He's looking for a vessel that won't lose their sanity upon learning these secrets, and will then inhabit a copy of their body, hence the vessel you created prior.
It's implied that this process is imperfect, so in Undertale (the sequel to this) he tries to blast his form with experimental gaster blaster rays, which rips his body apart and scatters him across time and space, but it's implied that this is what he wanted, and he now exists on a metaphysical level.
