Elijah was a brotherhood elder looking for prewar superweapons, with his motives over the years twisting from conservation to use. Tunnelers were invented as a backup apocalypse during Lonesome Road's development when Avelone was told that the nuke firing being mandatory was stupid and he had to stop sucking off fallout 1 to write an actual ending instead of just copy van buren verbatim.
You might have gotten it confused since during House allied conversations with Ulysses you can bring up that the securitrons would be able to keep Vegas physically safe even from tunnelers.
