the guy in charge of development clearly needed a new, cooler bad guy design, and the old metal sonic shit was too puny. nip caught power creep fever, and literally needed the epic super sayian transformation in the form of a new bad guy. i mean look at him, the new mecha sonic even has the big ass brow ridge and huge hair. can't just throw that onto an old robot. gotta be a new model.
