no, it's just for gameplay purposes and people seem to exagerrate it drastically, despite the fact that the story very rarely pays attention to it
only the people who can use/activate heat at some point can see it
he saw sawashiro do it at the start of the game too
they've set up an arc for him to become the "real deal" and a dragon some day, so yeah
they'll probably end the mainseries as whole when his arc is finished, since they likely don't want to go on without a lot of the iconic characters they have.
