This isn't dub. NMH was only released in English. It didn't get a JP dub until Heroes Paradise came out years later.

This. English VA is usually good in JP games when it's the original language, since it's what the writing, animation, and OG voice direction are built around. Dubs aren't bad because they're in English but because they're multiple degrees of separation from the original production.

This is a similar example. Kamiya's games are all designed for English first, Wonderful 101 only had a JP dub at Nintendo's request, just like how Bayonetta 1 got a JP dub years after release for the WiiU port.

To continue we usually only alter the sound of a localisation to "redub" as opposed to touching the visual track.

The entire cast of Xenoblade did great. Nearly everyone is memorable. Howden probably does the most believable serious voice, but I also love the villains. Xord and Metal Face are fantastic.
I'm also pretty sure it's not just the accents making up for the acting because everyone agrees that Rex in 2 had a far worse performance.

I wonder about that. I think you can find enough examples of good and bad English dubs to prevent any kind of conclusion being drawn. Resident Evil was also originally in English. There are also excellent dubs that weren't originally in Japanese. For example, Kid Icarus Uprising. Another interesting case is the Metal Gear series, where the games with good English dubs were originally in Japanese, and then 5's original language was English and the voice acting sucks.

2 had an incredibly rushed dub whereby they were often unable to redo takes. Much of the games voice work is the first take. So this comes down mainly to direction or planning.

They nailed the dubbing for Xenoblade 1, hope I'll be able to say the same for 3
