A better first question to ask would be 'where should they set Left 4 Dead 3', because the setting of 2 really informed the character lineup in a fantastic way.
L4D has a filmic aesthetic, and this makes America a great choice because of Hollywood. In fact, California would be an interesting choice because it presents a wide variety of environment options such as downtown, studio backlot, desert, etc, as well as allowing for a ton of flexibility in what kind of characters would fit. An Asian cast member would work perfectly, for example.
