I think it's mostly because merch outsells any possible profits from Magical Girl vidya. Even hyper famous and long lasting franchises like Precure have had just a handful of basic games.
Which is a shame because it shouldn't be complicated to make a Precure beat em up or a Madoka TPS. We even had a decent attempt at a SRPG with Super Heroine Chronicle years ago but nothing has come out since then, so maybe there are more underlying factors like licensing deals or productions costs that scare committees from contacting gaming studios.
Strangely enough, not even the JP indie scene has put something decent MG related.

Yeah, I think Rayearth is Magical Girl, but sometimes the definition is stretched so much out that even Wonder Woman counts as one.
