Silent Hill seems like the obvious choice to me. The characters who went through Raccoon City were special agents with plenty of training and experience. Even Leon, who was the greenest protagonist at the time, was at least a superstar at the police academy. And these guys barely made it out by the skin of their teeth. If you aren't some hardcore operator or in some disciplined, trained squad, you'd basically just have to pray that someone comes to bail you out.
Silent Hill protagonists, on the other hand, tend to be normal people with some baggage. None of the ones I can think of even really know how to fight. And it might not even be as bad as it is in the games if you don't carry guilt over your dead wife or whatever.

Not a huge lorefag but I’ve played the first 3 and I don’t think this is true. Iirc the first game the monsters are from Alessa’s mind, not Harry’s. Plus there is a murderous cult and serial killers and shit.
I would pick Raccoon city because I feel like SH weirdness would be more likely to keep haunting you outside the city limits

That'd really just make her the exception that proves the rule, and wasn't she buddied up with Leon for a good chunk of it? Pretty much *everyone* who makes it through Silent Hill is a random schmuck. Although I guess you could argue that's actually a benefit of Raccoon City: At least there would be a bunch of SWAT and special forces operators running around who could come help you out, instead of other psychologically damaged randos.
