D3 easily has the best moment to moment gameplay in the genre but you would have to actually play video games to know that

Depends on what you mean by "good". I think there's a good chance that combat will feel at least as good as D3 (which is already the best in genre), the atmosphere also seems to be an upgrade (meaning a major downgrade to D2, but on-par or better than most other ARPGs), and while this area is subject to the most potential change, it looks like systems are going to be less bad than D3.
And D3 by itself, while suffering from crippling flaws (insulting campaign, ridiculous systems like 100000% damage bonuses tied to sets, extreme lack of longevity, the affront that was RMAH at launch, etc), is still worth playing for a bit in each season. Enjoying the good combat until you quickly reach the point where there's literally nothing else to do but grind for more levels-after-levels and marginally better rolled versions of your BiS legendaries, that sort of thing. Is a game that's (perhaps quite substantially) better than a game that's already worth playing "good", even if it had some decisive flaw or another? I don't know or care, but if D4 turns out to be worth playing as I suspect, then it is "a game that is worth playing", at least if you are a spineless faggot that is willing to support neo-Blizzard after they've ran all of their franchises to the fucking ground.
I couldn't go back to D2 after playing D3 post necro expansion.
If D4 is more D3, I'm happy.
I don't know about the gameplay, but knowing its made by Blizzard means there is 0% chance it wont be cluttered with battle-passes, shop items, cosmetics and other gameplay irrelevant jank.
