Japanese devs had a huge learning curve and many of their studios were not big enough to create expansive games that it was possible to hype up during that era.

Now it has begun to swing the pendulum the other way as western devs have bloated their teams to obscene levels that are unsustainable for efficiency and have their leadership inserting cash grab mechanics in so many titles to try to squeeze every last nickel and dime out of the player.

The west pulled ahead just because between the gimmicky waggle bullshit with the Wii, the difficult-to-develop-for PS3, guys like Inafune thinking that handing over established franchises to western developers was somehow a good idea, survival horror going for the "CoD audience", mismanagement at SE meant that it was a generation of almost nothing but Final Fantasy XIII/FFXIV was a disaster, etc.
