how can evil be neutral , is it not by extention that if you call something evil , it stop being neutral because IT IS EVIL. for example we can call a calamity neutral and it destroys lives and such but it s not evil , but if you label something as evil you can't put neutral with it.

Neutral means between lawful and chaotic. A mercenary could be neutral evil because they commit atrocities but they do it under a contract. Meanwhile a volunteer soldier would be lawful evil and a bandit would be chaotic evil

this is a misunderstanding of english
these are being rated on separate scales.
good -> neutral -> evil
lawful -> neutral -> chaotic
neutral evil isn't morally neutral, it's just neutral when it comes to law and chaos

The dragon covenant is definitely true neutral, they just wanna fight each other

alignment system just show gradations and steps, it fleshes out characters and their motives, its not supposed to describe good and evil in philosophical sense
all evil characters will be evil, but lawful evil will be just some thief or scam artist, while chaotic evil will be child rapist, pee pee poo poo dung eater insane retard
