I got this dude as a toy back in 1999

I could never see his mouth as a kid and still it still takes me a second even now. Always saw him as some weird telly-tubby looking creature.

It seems like was meant to be a trade evolution like Alakazam, Gangar, Golem, or Machamp, but then they swapped it out at the last second to evolve via a Water Stone.
