It’s a game about being a detective trying to solve a murder case.
Of course, it’s about more than just the murder case, the story is really about the person you’re playing as, it’s a very personal story and the murder investigation allows the protagonist to reflect on himself in many ways, it’s as well written as you could hope for, really
Also the world is brilliant. I thought the game was set in the real world in the 1950s, but it’s a completely fictional setting. It appears pretty normal at first, but you gradually learn as time goes on just how bizarre and fantastical the world really is. It’s very well done.

At its core, it's about your inner thoughts. Or the character's inner thoughts. The "skills" that you spend points on are parts of your psyche that talk to you (and interact with each other). The player character is a fucked up depressed addict person.
It's very well written with tons of and tons of different possible branching dialogue. It all depends on what parts of your psyche or ego or whatever you've decided to level up. It's fucking funny too. I got all the emotions out of this game.

you bought the game because you heard it's a detective RPG.
you play the game and realize that your character has inner thoughts and they are pretty cool
you explore the world and realize that everything is politically charged
you talk with people and everyone brings some sort of political talk, racism or the old war that tainted this place, people suffering from capitalism etc etc.
you focus on solving the murder mystery but the obvious ways are locked behind doing shady stuff or listening to a racist monlolgue
you progress to the second island and realize that the game isn't really an RPG
you encounter some shoot out and wake up days later
you solve the mystery and the criminal justify his actions because communism and horny and long monologue i forgot about
the end.
