You can check steams hardware survey stats and see that the average PC player has a shit PC still. Console games "holding back" games graphically has no impact on that because the average PC player could not fucking have it look good in the first place on their 1060.

Almost every game from the start of the 3D to PS2/GC era look like complete shit in retrospect. There are of course some outliers that used every single drop of power of the console plus had an art style that has staying power, but over all they look like hot garbage.
