Yep, Fortnite follows a lore every season and this one features the antagonist (Melanin Queen in OP) disabling building for everyone and making the game a lot more enjoyable.
Leaks came out that though its a temporary thing in the main game as of now, they'll add a permanent no-building mode with the extra movement options they added in this season to compensate.
