When did the Arkham games get remade? Also that picture is Arkham Knight, possibly the worst game in the series, and that's including Arkham Origins, which wasnt so bad actually.

The game looks great because of UE3, instead of going hard on dynamic lighting and shading they went extra hard on great texture work because that's how old games tended to do detail and it's why the game looks great to this day.

I heard Rocksteady basically redesigned the engine to be near unrecognisable and I'd believe it based on what I've heard about working on UE3.

MKX and Injustice 2 were also made in Unreal 3.5, and all of these games are published by WB, did they tell the devs to use UE3? What's the engine for the Shadows of War/mordor games?

I doubt they'll be able to top Knight's depiction of Gotham anytime soon.
