This just seems like ignorance to the optimization tools at thier disposal. I can tell all those spikes were properly modeled when they could have been flat. I forgot what they're called but those legs could have been textured with those textures that fake depth for that effect instead of actually modelling it.

afaik not exactly "smoother" since normal maps are still just an image that are applied on the polys so the polys themselves still look sharp, but you can still do a lot of detail through normal mapping especially in clothing, hair and musculature

Yes, the way to do it is to make a really detailed high res model and bake it onto the low res model.
My guess is that this 1.8m tris model is such a high res model, that wasn't removed from the files.
