Inserting memes into games is possibly one of the lowest things you can do as a translator/localizer.

It keeps the idea that Mega Man is just fed up with Wily's bullshit but also actually shows that he can push beyond the boundaries of his programming without breaking character and going full edgelord (and also breaking the laws of robotics)

Second: Dr. Light was the one who drew up those blueprints. He can just make them again.
The real reason the Rush Adapter never makes an appearance in later games is because it's always kinda worthless.

No. In fact despite references to Asimovian laws, the only hard rule we've seen is that robots are not allowed to harm humans. In the classic series, this is hard-coded into them (usually) and even Bass refrains from harming humans. The issue with Reploids is that they don't have absolute directives prohibiting them from harming humans. Reploids are fundamentally capable of all the same choices and actions as humans, so just as humans are capable of committing atrocities, so too are Reploids. This is why X underwent ethical testing, to ensure that X's sense of ethics were functioning properly.
Classic series robots aren't actually fully Three Laws compliant. According to Asimov's laws, robots aren't supposed to disobey humans, especially not their creators. MULTIPLE robots disobey their creators, including Proto Man and Bass. The only hard confirmed law is the First, that robots can't hurt humans. The rest is vague.
