Hamatani seems like he's interesting in developing the combat system. While it's nothing compared to ER's sales, Sekiro was still very successful and even won some big GOTY awards, so I'm sure he'll get some leeway on the next project. Plus whatever he's working on now probably started development before ER launched, and I imagine will largely be unaffected by ER's development (the same way ER didn't gain too much from Sekiro).

Why did they make the best combat system only to ditch it for roll-spamming gameplay of Souls games ?

Because other souls games have variety of weapons and builds.
Sekiro had a character with a fixed build and balance, so it was easier to make a tailored combat system for it.
Maybe they could substitute the parry+crit for the sekiro parry. Since other souls games don't have a posture meter, the sekiro parry could simply add stacks of staggering to the enemy.

The invisible posture/stagger bar in ER makes me think they actually were experimenting with renewing the parry system but dropped it halfway through.

honestly, sekiro's combat is unironically way too simplicistic to carry a full souls game. in sekiro once you master the 3 main counters the game becomes piss-easy (usually that happens during the genichiro boss fight). and once you learn the movesets of all the bosses then there is no fun left anymore.

ER and Sekiro where developed side by side by separate teams.

Because Sekiro is not a Soulsborne game and was designed to be completely different from them.
