Meteor Staff gets outclassed by other weapons at around upgrade level +7.
Pebble Projection just stays really good the entire game, but other spells are more practical for many situations so it becomes just another good tool in your box eventually, rather than the unmatched best option it is at the beginning.

This wasn't true for me. I had a carian glintstone staff at +12ish and it still didn't outscale the meteorite staff. Plus the meteorite staff boosted rock sling, so there was no reason to change by the half-way point of the game.
